Toronto Centre is an international not-for-profit organization that receives funding from the Canadian government (GAC), Sida, and the IMF, with a mission to train financial regulators and supervisors from developing countries and emerging markets to help promote change that will lead to sound and inclusive financial systems. We are constantly recruiting experienced senior regulators and supervisors to teach our one-week training programs in countries all over the world.
At the heart of Toronto Centre programming is our commitment to ensure that all courses are practical, interactive, and action-oriented. We want our program leaders not only to present theory but also to interact with participants and engage them in group discussions and activities to reinforce concepts. The opportunity to learn from interaction with program leaders who have financial regulation and supervision experience and have lived through failures, crises and major changes is one of the hallmarks of our programs.
Qualifications
Toronto Centre’s program leaders are all highly experienced practitioners. Program leaders are typically drawn from respected regulatory and supervisory agencies and international financial institutions and come from all different regions of the world. All program leaders must understand the challenges faced by financial sector regulators and supervisors to help the participants address these challenges in their jurisdictions. Program leaders should have a minimum of ten years of experience working in financial regulation and supervision, including at least five of those years in senior management and bring expertise in a particular topic, such as crisis preparedness, financial inclusion, market conduct, macroprudential surveillance, AML/CFT, etc.

Background:
The Toronto Centre for Global Leadership in Financial Supervision (TC) is a global non-profit organization dedicated to building inclusive and stable financial sectors in emerging markets and developing economies (EMDEs). With a mission to provide high quality capacity-building programs for financial supervisors and regulators, TC strengthens financial sector system stability, resiliency, and inclusiveness. Since its inception over 26 years ago, TC has trained over 28,000 supervisors and regulators from more than 190 countries to become change agents in their organizations. Position Summary:
- Responsible to identify, negotiate, organize, design, develop, and deliver internationally recognized capacity development and technical training programs for financial sector supervisors and regulators, primarily in EMDEs, in the sectors of banking, insurance, securities, pensions, and micro-finance or cross-sectoral; in-person or virtual as required.
- Ensure that programs follow TC’s pedagogy, maintains TC’s premiere reputation in relevant program content, interactive learning design, and the practical application of latest research in financial supervision and regulation.
- The position may report to either the Senior Director, Programs or Senior Director, Supervisory Guidance.

Essential Duties & Responsibilities:
- Identifies, leads, and oversees the successful delivery of capacity building and technical programs from program/content development through program quality evaluation and improvement. This includes ensuring that the training materials developed by external subject matter experts (Program Leaders (PLs)) are of high quality, are in line with international standards (when applicable), and contain relevant and timely information.
- Works collaboratively with a variety of internal and external stakeholders including, but not limited to, the Senior Management Team1, Advisory Board Chairs, other Program Directors (PDs), PLs, Program Coordinators (PCs), and key international financial institutions’ officials to incorporate new and relevant program content, case material, feedback, and supervisory guidance.
- Contributes insight gained through direct international agency and managerial experience with country and regional financial stability, risk assessment, and crisis management.
- Acts as a generator of content (commensurate with own technical knowledge and skills) for TC’s various training programs (including stock-in-trade training program, supervisory certification courses, supervisory guidance notes and activities, and other opportunities as arise).
- Enthusiastically keeps abreast of latest developments in the supervisory field such as climate risk, technology and cyber risks, and risk-based supervision and crisis preparedness. This also includes becoming familiar with the UN Sustainable Development Goals (SDGs) as well as the environmental, societal, and corporate governance (ESG) factors, and look for opportunities to integrate them in TC programming2.
- Recruits and commissions expert PLs to create specific training materials, such as case studies, presentation materials, and other items as needed, as well as carefully checking their work quality before the presentation to TC participants.
- Promotes TC programs to developing countries and emerging markets; liaises with the senior officials of central banks and supervisory agencies to establish partnerships, conducts needs assessments and matches the type of programs to the country/regional needs, assists in developing sources of funding to support growth of program volume and represents TC at government and industry/agency executive management levels.
- Negotiates partnership agreements (i.e., new or ongoing business opportunities for TC) and fees with selected national or regional partners in the supervisory and regulatory community that chose to receive TC services.
- Attends and leads programs, in-person or virtually as required—when and where appropriate—and in addition assures the readiness and effectiveness of PLs and facilitators, regardless of the medium, interacts with and observes participants, analyses program feedback, and formulates program changes in accordance with the TC approved work system and policies.
- Upholds the health and safety of TC personnel and acts as a travel risk manager for in-person program delivery, ensuring appropriate conditions exist in the program destination.
- Measures and drives program improvement and resultant participant effectiveness, as reported by the Performance Measurement Framework/Results-based Management in line with the organization’s Logic Model3.
- Continually strives to assist Senior Management in its effort to align capacity building programs with key funders’ requirements.
- Communicates key information to Senior Management, Advisory Board Chairs, PLs, other PDs, Board of Directors, and key donor stakeholders with respect to annual work plans, progress reports, new program initiatives, quality measures, and budgets.
- Contributes to TC’s effectiveness by offering information to the senior management team; integrating objectives with other functions; accomplishing related results as needed.
- Partners with the CEO, Senior Director, Programs, and other PDs to represent Toronto Centre with agency, governmental, academic, and funding organizations.
- Stays abreast of new principles in supervision and regulation, conducting research, reviewing professional publications, establishing networks, participating in conferences, publishing, and conferring with thought leaders and change agents of the industry.
- Keeps current on and contributes to the development of virtual and digital training techniques and manages the quality of in-person and on-line program material and presentations.
- Contributes to a positive and robust team effort.
- Provides effective work direction and coaching to a variety of PCs and balances with them capacity and schedule constraints when needed to carry out the TC annual work plan.
- Complies with all TC policies, procedures, and guidelines.
- Performs other duties as requested.
Qualifications:
- Advance degrees in economics, business, accounting, or equivalent, or an actuarial designation plus at least 15 years progressive work experience in a combination of financial regulation or supervision with experience at a central bank, supervisory agency or authority, deposit insurance institution, or at one of the Bretton Woods international financial institutions, as well as at least 10 years of senior management responsibility.
- Experience working in an EMDE is an asset.
- Must be able to speak and write in English with excellent fluency, and travel internationally a minimum of 15 trips per year for periods of at least one week.
Knowledge, Skills, and Abilities:
- Ability to be persuasive, diplomatic, and tactful in high pressure situations.
- Ability to manage a number of priorities simultaneously. Project management designation is an asset.
- Deep knowledge of financial supervision and regulation in developing countries and emerging markets; policy and/or practice. Familiarity with policymaking and legislation is beneficial.
- Knowledge of financial stability, risk assessment, and financial crisis management.
- Knowledge of the program learning process; preparation and control of budgets.
- Knowledge of sound research methodologies.
- Knowledge of business English. Ability to communicate effectively in the English language both verbally and in writing: proper spelling, grammar, punctuation, and business report writing. Evidence of English language proficiency may be required.
- French or Spanish language skills are an advantage.
- Skill in team leadership, coordination and distance communications – in other words, foster effective teamwork.
- Skill in leading and evaluating assigned staff.
- Ability to establish professional relationships with senior management of varying social and cultural backgrounds and with co-workers at all levels.
- Ability to work independently and meet strict timelines.
- Must be eligible to work in Canada.
- Required to travel to all developing countries and to hold a valid passport.
- Required to be able to carry luggage while travelling including transporting program materials and computer equipment.
- TC is a dynamic and fast paced environment. Virtual programs may be delivered outside of normal work hours. Flexibility is required.
Other Employment Conditions:
REMOTE WORK:
TC is currently working on a hybrid model. Employees are required to be in the office three days per week, and as requested. This is subject to change, and you may be required to come into the office with greater frequency. Any changes to this remote working model will be at the sole discretion of TC.
TC is open to discussing remote work arrangements for resident locations that are in or close to target regions for TC’s capacity building work.
