Microinsurance Training Program for Insurance Supervisors in  Asia

16 - 20 September 2013 in  Tagaytay, Philippines

The International  Association of  Insurance Supervisors (IAIS) has been promoting the alignment of Insurance  Core Principles  (ICPs) with efforts to promote inclusiveness of insurance markets. The need for  proportionality  in  regulation  processes, improved  access to  insurance services, and consumer protection is  pressing upon insurance regulators and supervisors. These challenges are addressed by the Application  Paper on Regulation and Supervision Supporting Inclusive Insurance Markets. The IAIS has been working on its "access agenda" through the IAIS  - Microinsurance Network Joint Working Group and the Access to Insurance Initiative (A2ii).

The insurance supervisor plays a pivotal role in this "access agenda" as they possess the skills and expertise to lead initiatives and foster multi-sectoral cooperation.

To contribute to the achievement of this agenda, the A2ii, the Deutsche Gesellschaft fuer lnternationale Zusammenarbeit (GIZ), the Toronto Centre, and the ASEAN Insurance Training and Research Institute (AITRI) are pleased to invite you to participate in the Microinsurance Training Program for Insurance Supervisors in Asia.

Learning objectives

At the end of the training, the participants would be able to:

  • Lead microinsurance action planning in their respective organizations
  • Communicate the principles of the financial inclusion framework and its link to inclusive insurance
  • Understand the push and pull factors in the microinsurance market and relat these to regulatory needs and capabilities

Post Training

  • After attending the workshop, the intended participants, in their positions of authority and policy-influencing, shall be encouraged to echo the training approaches and lessons to their colleagues upon return to their respective offices.
  • Any lessons or feedback from the knowledge-sharing of participants are highly encouraged.
  • To sustain the capacity-building of insurance supervisors on the "access agenda", the partcipants of this training program shall also be invited to join a Training of Trainers to be conducted in early 2014.

Training Approaches

  • This training will draw from the Application Paper and shall employ interactive tools and methodologies to build the capacities of insurance supervisors on such themes as financial inclusion, innovations in products and distribution, and the challenges that beset the expansion of access to inclusive insurance.
  • Supervisors shall also benefit from the case studies to be presented and from the planning exercises.

Target Audience

Preferably supervisors in senior position with some level of authority and policy­ influencing.

Course level

Intermediate. Please identify the right participants for this course. Active participation is required in this course.
