Program Overview
Toronto Centre programs focus on case studies involving major securities crises and events. Typically the program leader who presents the case would have played a key role in the actual event, in particular shaping the supervisory or regulatory response. The program leader provides the economic and political background to the case and leads participants through an analysis of the issue. Throughout the program, attention is focused on the complex array of relationships that must be considered in planning and implementing interventions.
Issues include:
- Institutional issues involving the effectiveness of the regulatory entity itself (human resource development and institutional practices)
- Political issues involving mandate, resources, legal protection, and legislation
- Coordination issues involving relationships with other regulatory bodies, financial services firms and associations, and ancillary organizations
- Public interest issues in dealing with media, owners, managers, and shareholders

"It has been my privilege to have been afforded the opportunity to benefit from the Toronto Centre's Leadership Program for securities market regulators. The range of information presented during the week surpassed any expectations I had. Additionally, the calibre of the Presenters and Program Leaders was superior. This program is worthy of support and I will gladly recommend it for further participation in my country." Sally Moss, Deputy Manager, Securities Department, Securities Commission of the Bahamas, Bahamas
"I found the week at the Toronto Centre Leadership's development program most beneficial. I truly felt that during the week I grew personally in a number of areas. Particularly, the Leadership Model is very relevant to my job and now I have to plan the various functions required in my position. The presentations were thoughtful, well considered and stimulating. The exchange with persons who are experienced in the field was invaluable." Stephanie Gordon, General Counsel, Legal, Financial Services Commission, Jamaica
"My overall impression of the development program is that it is quite different from what I expected, actually much more interesting and proactive than I thought it would be. It has really helped me to think that sometimes you are full with great ideas but just get lost in the process trying to implement them. The word 'leadership' as part of the program's description really means something you are able to do at the end of the week." Ana Diaz, Director of Legal Counseling, National Securities Commission, Panama
"The opportunity to analyse and present a position on a regulatory matter under simulated pressure has improved me considerably. I could hardly believe that in a week as individuals we could be so changed by a development experience. I have walked away from here more cognizant of the huge responsibility that I bear as a regulator and how more equipped I am through the leadership program of the Toronto Centre." Glenford McLeish, Senior Director, Securities Division, Financial Services Commission
"Since attending the securities programme last year, I find myself applying the elements of the Action Planning methodology not just in the project I had worked on during the programme, but on other aspects of my work as well. In particular, I find myself applying the aspects related to dealing with different stakeholders, speaking to their needs, managing conflicts, and developing a communication strategy (often the part that's overlooked). With more middle managers in my organization having undergone the Toronto Centre programme, I also find that we increasingly have a common language and tool kit to guide us as we go about our projects and daily work."
